You win the auction , pay for item then the  seller cancels order refunds your money then a day later lists the same item back for sale ?

No but all you can do is leave negative feedback just say seller did not honour the sale and mark down star ratings.

What reason did seller give for cancelling, if “buyers request”, then report to ebay.

How odd that the seller cancelled your sale for £42, but relisted the same item with a 99p starting price.

If the seller thought it should have sold for more than £42 I would have expected them to start the new listing at  item at a higher price.
