Is royal mail having an issue, or ebay

Trying to send an item to the US, using Royal Mail, but I get the message

Please be aware that Royal Mail is experiencing tracking issues at the moment. We apologize for any inconvenience and if affected, ask that you try again later.

As such I cant purchase tracked postage for the US, from the UK.
This seems to be an issue at ebays end, not royal mails as I get the message randomly. 
Have cleared cookies and cache, still a problem. 

Any ideas ?

I looked on RM website, no mention of issues to USA. 

Buy postage on line or at PO. 

Ebay are aware of tracking not updating on ebay from RM and are working on  it.
