Is it possible to start new listings without Simple Delivery on 14th April?

Will it be possible to start new listings for a month on 14th April without Simple Delivery to give an extra month of normal postage or will eBay change all our listings on 15th April?

eBay are starting to change exixting listings from 7th April so any listed on 14th are likely to be changed also
