A buyer can only request a cancellation the seller has to agree and action it.
If the estimated delivery date has passed open a claim for item not received to get your refund,search for 'item not received' in the help box at the top of an eBay page

I no longer want the items I ordered.
Please process a refund for my payment. I placed the order on December 12, but the items did not arrive within the expected time.

This is a member to member forum.
We are just other buyers and sellers like you and can't refund you.
Did you open an item not received case?
If not, do so today - use the link below - or you will run out of time. Emailing Ebay and leaving messages in this forum will not get you a refund.
