There aren't any 'protection' payments that you should be paying to eBay.
If you're seeing a pop up for this then you may have malware on your device.

I agree with vyolla. eBay doesn't ask you to make monthly payments.
This sounds like a fraud. It's all too common for fraudsters to create pop-up ads and banners that appear when you're using eBay. Many trick people into making monthly payments, which are hidden in the small print.
If they're asking you to subscribe, don't. If you have already subscribed, try to unsubscribe. Sometimes they make this difficult. If so, you may need help from your bank or credit card company, depending upon the account from which payments are being taken.

H PLEASE SEE COPY OF MY QUERY ACTUALLYRECEIVED FROM E BAY BELOW ITS ALL BECOMING MORE & MORE SUSPICIOUS
Hi Robert, |
We’re committed to making it easier for you to shop, and recently changed our fee structure, so it's free to sell for private sellers. This means they can bring you more of the items you love. |
As part of this commitment, we’re launching Buyer Protection to give you even more confidence and security when shopping on eBay. From 4 Feb, a fee will be included in the item price when you buy from private sellers, but you’ll only ever pay what you see, so there are no surprises at checkout. |
What’s great about Buyer Protection |
We’ve added benefits to give you more peace of mind when shopping: |

The email you have copied and pasted is not a reply to your query - it would be very unusual for Ebay to ever reply to an email.
That email was sent to all Ebay members on the same day you received it.
As advised, there is no need to pay monthly payments to Ebay.
Just keep using it the same way you always have, and stay safe.

Just for information, there is already buyer protection, the message from ebay just explains that in future, what you now get for free, will be paid for by adding ebay’s fee to the selling price of any items you buy.

'Protect your ebay contact security by paying monthly' is definitely not an ebay thing.
You should ignore it, and perhaps install an ad blocker on your device.
