I bought a RTX 5090 gpu from a scammer who removed the CORE and the VRAM from it !!

Right ,my story starts with me buying a Gpu from ebay from a 13 stars seller who looked genuine at first but turn out a scammer who sold a Rtx 5090 stated open but not used but cleary after i bought it i notice it was missing the core and the vrams , right , now I talk with him to return it but he didn't want to accept my return and i asked ebay to step in and after few days ebay decided the case in my favour and told me to wait for couple of days for the money to refund but the refund got declined by a supervisor . My question is, i'm cover by ebay money back guarantee so even if they can't take the money from the seller they'll still pay me ?
