I am getting reminders that I owe eBay money

I am selling a car and I realise I owe some money for this.

I have had a couple of attempts to pay what I owe but I cannot get it to accept my card even though I have been using it to buy things regularly.

Have you tried adding a Bank Card # to your Managed Payments setup in order to send and receive  payments ? --- accept Cash or Cleared Bank Transfer only for your Car.
