How to talk to a person

How on earth do you get to actually talk to a person on eBay , I have  been sent part of an item not all and the buyer is giving me the run around to avoid refunding me . Feel like eBay is doing the same as can't talk to them

You open item not as described case, seller provides returns label, you return for full refund.

Escalate on day 4 if no label or refund. 

Cases are automated, so no need to contact eBay.
