A litany of disaster due to my inability to understand ebay.
Item first cancelled buyer wished a change of address,
second cancellation item listed immeidiately not my intention, pressed wrong button
third cancellation buyers offer was declined three times, my fault again not knowing process.
Feel very confused, Can anyone give me straight forward advise as to how to get this Fusee Clock
movement to a very patient buyer.

I cannot see any items for sale, and the Fusee clock sold on the 17th, hopefully you cancelled the order citing Buyer has not paid..
If you have a specific buyer, relist the clock at the price you have both agreed to in a Buy it Now format.
Once it is showing as listed for sale, send that buyer a message it's on sale on eBay again, if they wish to buy, just to click on the BIN price, and proceed to eBay checkout to pay.
As there was an issue with their address, before paying, ask them to double check the delivery address on the left hand side at checkout, is the correct one, if not they can correct it there, before paying.

At one time eBay provided a facility to sell to a specified buyer only, but this was withdrawn.
All you can do now is to list the item at an agreed buy-now price and as soon as you have the item number message it immediately to your "patient buyer".
That way your intended buyer can then hopefully search for it by item number and buy it before anyone else does.
