All you need to do is accept returns. You may wish to create a policy which when you do, ebay's suggestions do it for you... Its easy. OR just go with ebay's 30 day option.
HOWEVER, you will need to edit all your listings....Look close to the bottom of your listing to "preferences" and change it to accept returns.....
The price of your listing will be back to normal straight away ...Just like magic Ta Daaa

Presumably you mean how to remove it when you have upgraded a private account to a business one and yet the BPF still shows on listings?

Either you're replying to your own question or quoting some advice you have seen elsewhere.
Please remember that all we know is what you tell us. It's hard to help without more information.
The BPF isn't applied to business sellers. Have you perhaps only very recently upgraded to business seller registration? If you can explain further someone here may be able to advise you.
