How to reach Ebay Agent who promised me a refund then thwarted any Appeal

In a chat transcript Ebay agent made a promise to secure me a refund for an item wrongly described. But my case subsequently closed - by seller or by Ebay, I cannot know - with any appeal automatically thwarted by ChatBot, and no way of contacting Ebay Agent nor anyone at Ebay

Did you open an ebay return request to return the item that wasn't as described,if yes then if you get no seller resolve, you are required to escalate the case to ebay within 30 days of opening,and if you don't then the case will close on the assumption the problem was resolved or you changed your mind,and you can not open another case.
