Can someone let me know how i am to talk to ebay as I've had item not delivered and today is the day i can open a case but i need to talk to them
Live chat greyed out months...call back links people posted just go to main help page so call back options not working either and i don't have social media

Why do you need to talk to them? Just open a case for item not received.
One of the reasons contacting them is now so difficult will be because too many people are contacting them when there is no need.

Because i opened the case and its now saying i need to wait till 21st which is rediculous as ive waited absolutely ages for this to arrive.

When you open a Not received case, if no refund from seller then after 3 days, that means on day 4 you can escalate to ebay.
Waiting ages is never a good idea, you only get 30 days, so exactly how long have you waited, as if you have left it too late then nothing more you can do through ebay.
Exactly what does ebay say, as I think it is more likely to say you must escalate BY the 21st or case closes.

If today is the day to open a case then you have only waited one day after expected delivery.
Ebay may have extended the time before buyers can escalate due to Christmas post delays.
Contacting them will make absolutely no difference to that time frame.
