How to add more posting options

I keep being redirected to uk site, when I post my listing I get only UK delivery services, I have nothing to do with UK, why is this keep happening? How do I change my posting options, I want to sell items from other countries. I never registered any UK address

Log out of this UK site,  even switch your device off completely.

Switching back,  on clear cookies, and log into www.ebay.com
