How do I enable postage to Guernsey within SD?

Have you tried adding buyer to your exemption list?

Your listings imply you post to Guernsey, but in postage settings, Guernsey appears in the UK section as well as overseas. Have you checked to see that they are included in both sections?

Evri is the problem.  They charge more for the CIs, Royal Mail do not.  Go to your postage preferences and opt out of using Evri.
