The only neutral I can see , no negatives, is for an item from a Chinese seller.
Has the matter been resolved? Looks like you haven't received your item or your refund.
Do not change the feedback until this is fully resolved. Chinese sellers are notorious to promise all kinds if you change feedback then that promise is never fulfilled and cannot be enforced.
If you haven't received the item or refund proceed this way:
Ignore everything the seller is saying and go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.
