Yes, you can .
They have to be separate you cannot join them at any time, and the new one just needs a new username ID and new email address.

Just log out of this one, clear cookies (or use a different browser) and register a new one using the same personal details but a different email address.

Peaseblossom why is that please?

If you don't it will keep remembering the other ID and flip back into it. It's a good idea to keep one browser for each ID.

It's common for members to have a business account and a private account, to keep those sales separate.
Why do you think you might get into trouble? What are you planning to do with two accounts?

Not at all. You can have as many IDs as you have email addresses. As long as they don't interact with each other.

I believe you can have up to 8 accounts, but hardly necessary.
Remember that all your accounts would be linked by ebay to you, so you cannot for example bid on your own items listed.

If two accounts are managed on the same browser, account information and transactions from both accounts are liable to be retained in cookies. These are intended to make browsing quicker, by reloading previously viewed pages instead of downloading them.
Unfortunately the browser becomes confused if retaining details of two accounts, and transactions can suddenly appear in the wrong account.
As has been said, the simple answer is to clear cookies befpre changing accounts. Personally, I do this by routinely running ccleaner or Bleachbit in between accounts. This keeps everyhing clean and deletes unwanted clutter.
