Make sure this message came through eBay messaging system and addressed you by your real name and not just your username ID. Always best never to click on any present links in any message.
These product recall letters are often sent out to members, you are actually quite lucky that it describes the item in question, many do not.
eBay cannot help you further here, and if the seller is no longer registered on eBay google the manufacturer, message / email them to ask about the safety aspect of their item, and is it not safe to use further after being in use for a year ?
