Help from eBay required

I purchased and paid for item **** on 9/10 from seller ****  only to find out later that it would not be delivered until 16/11. It was not received and so I contacted the seller several times but received no response. I then contacted eBay who said they would contact the seller - since then despite my trying to contact eBay I have received nothing!! There is something odd - the purchase does not appear in my account and every time I log into my account it suggests I am doing so from a new device. When I try to follow the refund process I receive a message saying ‘we ran into a problem please try again later’ Any suggestions as to how I resolve or speak to a human at eBay?? Thanks

You need to find the email you received from Ebay when you bought the item.  Check your personal (not Ebay) email folders for around the date you bought.

If the estimated delivery date is shown as 16th November, you are still in time to open an 'item not received' case with Ebay.  You have to do this within 30 days of the latest estimated delivery date.

It looks as if you have not used this account, the one you have posted from, for a very long time.

So, do you have another account, maybe with a similar name or did you make this purchase as a guest without logging into your account?

Even an item from October would be in your purchases if you bought from this account.  See if your emails give you a clue.
