I have sent an item out with Evri, provided a tracking number and it has confirmed delivery and the buyer has left feedback to say this but ebay say its still out for delivery and witholding funds
If the tracking is showing as delivered on the carrier website but not updated on eBay you can reach out to customer support for a manual release of funds. The new policy of 2 days after delivery confirmation will apply. See the details on new policy here.
