Faulty car battery charger but the seller never comes back to me!?

I've bought a car battery for from eBay and I made the review saying it looks ok but haven't used it yet..but three weeks after I've tried to charge a battery but the charger says it's full after checking the charger output which it should be 12 volt,it only shows 5 volt output tried several batteries but according to the charger they are full contacted the seller several times but he would not come back to me

If it's still within 30 days of the delivery date start a return on here:

select "Doesn't match description" and escalate it to eBay after 3 complete working days.

If it's more than 30 days it's too late to do anything via ebay but contact your payment provider and ask about a refund or chargeback.
