Bought an item shown as a brand in picture, was not the brand but generic on arrival. 

Seller keeps sending automated refund offers now up to 40% but I have been clear they have falsely advertised and a full refund is required? I am not paying postage to return due to false advertising.

How do I report them to Ebay?

You don’t, you use the 30 day money back guarantee, which is on every listing for you to read, and seller has to supply a return label.

When you have refund then think about leaving feedback!
