Ordered a Sandisk micro SD card from a private seller, turns out the card is a fake, and the seller isn't registered with Ebay anymore.
PayPal have made a case, but they said they have to wait on the sellers response before I receive a refund, so obviously there won't be any response from the seller, so why do I have to wait?

From memory I remember that Paypal is automated so you get a message to say they are awaiting response from the seller. When no response is forthcoming they will eventually refund you.
Just keep your eye on the timeline and make sure you escalate in plenty of time.

I actually called and spoke earlier with PayPal and I told him about the seller not being registered anymore but said I'd still need to wait.

Yes, they do have their own timeline to follow, even though they may already know the seller will not reply.

So with the seller not registered any longer and even though I should eventually receive a refund will PayPal not be able to take the money from his account?

As you have gone to PayPal, you have to wait for them to decide.
Ebay won't get involved now.

Paypal makes a Chargeback which passes through ebay.
While the sellers account may appear as closed, ebay do not lose a seller account for some time to allow time for any claims to be dealt with. It is possible that the sellers account was frozen so that any money with ebay would be held to meet claims. Ebay also use Debt Collectors if any money is owed to them and not recovered.
