Evri delivery

I posted item using Evri. They said they couldn't deliver because of no road access and returned to me but Ebay has the item delivered to buyer. Will I have to pay to post the item to the buyer using different delivery service outside of Ebay as they don't give me an option for this

Has the buyer opened a case for item not receieved?
