Eskuta battery

Hi I put in an offer for an eskuta electric moped battery but the seller was delaying his response so I bought it at the advertised price because I didn't want to let it go to someone else. Anyway after I had bought it the seller accepted my offer and I sent a message to ask about the difference in payment to the accepted offer which he said he would refund to me. I never heard anything from him and no refund was made so I sent a message again to ask when the refund would be coming to me and he responded with ""your payment is due to go into my bank account on 15th June and I will send it straight away after it's gone into my bank""  the 15th has come and gone and STILL NO REFUND HAS BEEN ISSUED!! I opened a case with eBay but it requested that I returned the battery to get the refund which I am unable to do due to anxiety and depression which stops me going out of the house!! Any suggestions other than messaging the seller who won't reply or refund me where I can get that £36. Something difference which I will need for taxi fares when my brother goes back to the hospital for treatment following his recent heart attack?! Thanks 👍

eBay cannot enforce a partial refund.   You'd either have to return it for a full refund.   Or accept that you have now paid the higher price and leave it at that.
