I have sold two items to a customer and need to edit the invoice to reduce the postage cost but can't seem to access the invoice - is this a system problem?

Yep, it's a major system / tech issue many are experiencing , it's not possible for the time being ( hopefully) that you cannot send a revised invoice for a combined postage.
The only way round this is after payment for the items, you send a partial refund for the excess postage, this way :
You may need a PC/laptop and not the app or mobile browser to do this, Chrome and Firefox work best with eBay.
