No point calling Customer Services , all they will tell you is if tracking proved delivery,  then you cannot claim any refund from eBay, as it then looks as if it may have been stolen?  Was it left in an unsafe place?  That is,  one visible to passers by?  If so items can,  and do get stolen.

Has the seller provided you with tracking if not ask them for this,  check the courier's / RM website and if it does not show delivery then you can open a case for item not received.

If you need help opening a case if there is no tracking showing delivery, from what you say ' claimed it was delivered' kinda suggests tracking has shown delivery, but if not,  come back to us here.

There is no point in phoning eBay. You need to open a case under eBay's money back guarantee, see:  https://pages.ebay.co.uk/ebay-money-back-guarantee/

Good luck, but unless eBay's policy has changed since simple delivery you may not qualify for a refund if the seller is able to uploid a tracking number which records the item as successfully delivred.

eBay's money back guarantee doesn't cover items that are stolen after being successfully delivered. This happens so often that it's become a significant risk of buying online. The police in some areas have recommended buyers to consider using click and collect services instead.

If the seller is a UK business seller they may have an overriding legal duty to ensure that items sent are actually recieved by the buyer. However, this has nothing to do with eBay, which is only responsible for the conditions for its own money back guarantee.
