just for a mobile number change. There is no way I am providing this stuff. I want to use a non internet phone to text 2FA which means a changhe of number. So, am I going to have to stop buying from Ebay?

What biometric data?  They usually want photo ID as part of their Know Your Customer checks under the Money Laundering Regulations.
