Oh goodness, no it is not correct, deep sighs and groans from everyone here when we hear of such incorrect information given by Customer Services. I will direct our eBay Community managers to this post, see if instructions can be forwarded asap to CS.
Meanwhile, yes, if funds are in your Available section of your Payment Summary, this amount can be used to make a payment for items purchased. At eBay checkout top left you will see your eBay Balance amount and a slider to click on for use. I have not personally used my balance for any purchases so not sure if there is another button to press, just follow any instuction there.
I do use a laptop and Chrome sorry I don't use the app no idea if that function is possible there, can't see why it shouldn't be.
