EBay allowing sellers to show items “less vat”

When a seller advertises they must include vat on the displayed item ( according to eBay rules) However, when they make a " offer" it apparently does not apply, making it look that the seller has discounted the item by substantially more than he actually has. This seems a common practice from items from China. 
Could someone please explain why eBay are ignoring there own rules?

Items located in the UK and listed for sale by UK registered sellers are shown inclusive of VAT.

 

However, if either the seller or item for sale is located outside of the UK VAT is not be included in the displayed price. In some cases eBay is responsible for collecting this on behalf of HMRC.
