Duped by seller to raise case with eBay so he could issue refund rather than provide the item

I bought a golf putter at auction. I was provided with a tracking number to track delivery. After a few days, I looked at the tracking and it appeared that DHL had attempted to pick the item up but logged it as premises closed. I contacted the seller and asked what was happening, he told me DHL had not picked it up and asked if I would like a refund as he now couldn’t post it before the weekend. 
I said I was happy to wait until next week. A few more days went by and DHL continued to log that the premises were closed. I again contacted the seller who insisted the problem was with DHL. I asked him if he could get a refund from DHL and try parcelforce. He continued to make excuses, then told me he had spoken to eBay and they wanted me to raise a case stating item not received. I thought that was odd and initially resisted doing so. Eventually he convinced me the only way eBay could help him with DHL was if I raised the case of not receiving the item. Reluctantly I did so, but clearly stating during that process that I still wanted the item. A few hours later I received a refund from eBay, which was the last thing I wanted. I believe the seller has duped me so that he could get away with providing a refund rather than providing the item. Perhaps he didn’t get the price he wanted and forgot to set a minimum sale price. Now, I’m not able to do anything, not reopen the case, nor leave negative feedback for the seller who has caused me to miss out on several other similar items and I now have nothing.

is there any recourse I can take, or way to contact eBay directly to discuss this further. eBay make this extremely difficult by forcing you through menus to contact them, each time ending up at the same place without being able to query it further. Thanks for advice. All communications kept and available for reference.

eBay cannot force a seller to proceed with a transaction.    Lots of sellers are having huge problems with DHL not collecting items.   eBay have also made it impossible to cancel postage without cancelling the whole transaction.  I think some sellers just give up trying.
