I purchased an item which didn't arrive, in nov 2025. I got refunded by ebay. The seller is now saying that I have received the item could I pay them again.

This has also happened with another seller, I purchased a smart ring in dec 2025. Item marked as dispatched and picked up by Evri. Then all of a sudden item is marked as on hold in distribution hub.

Are Sellers listing items with NO intent to supply, then using the money for financial gain elsewhere, hoping that some buyers forget to request a refund.

If an item is on hold at a distribution hub that's a courier problem not a dodgy seller. Hopefully the item will be returned to them eventually.

For your current item if the tracking is showing as delivered it's probably gone to the wrong address. If you don't have it obviously you don't need to repay the refund.
