Didn't Ebay purchases include the Import fee at the checkout?

Didn't Ebay purchases once include the Import fee at the checkout? Now I am asked to pay VAT instead and my home country customs charge me tax and import fees when the parcel arrives to my country (Norway) .  It takes twice as long to get through the system.  Any comments welcomed.

If item was sent through GSP, then ebay will collect import fees at checkout. 

If seller sent directly to you, carrier will send you invoice for fees before they deliver item.

Failure to pay these costs invalidates ebay MBG.

It depends on the value of the purchase.

If VAT is payable on an item it's usually included in the price. However, when either the item or the seller is located outside the UK, VAT may be payable by the buyer on top of the purchase price (according to the price).

 

For example, even if the item you bought was located in the UK, if the seller is located in another country you may have been liable to pay UK VAT in addition to any taxes payable on delivery to Norway.

 

Buyers are always responsble for import dutues in their own country unless the item is sent using eBay's global shipping programme, which includes the cost of delivery and taxes.
