How does this work the last two items I have purchased from eBay have been in Amazon packages and delivered by Amazon?

Depends what type of seller it was.

If they are a business & Amazon hold their stock, then acceptable, it is called drop shipping.

If you buy on ebay & seller then orders from Amazon to be delivered to you, not allowed.
