Customs charge

Back in December 28th UK ,I refused to accept and pay a customs charge from Germany and promptly returned the item to the seller. As of March 20th seller claims item has not been received. Meanwhile ebay has closed this return due to a policy violation. (Violation, what is this ?)  No appeals will be accepted.

At this time, I am out £153.00

Has this happened to anyone else ?

Refusal to pay customs due invalidates the eBay moneyback guarantee, buyers are expected to know the import rules for their own country.
