Hi - how can I contact a bidder that made a best offer on an item, that was automatically declined. Thanks

Do you have their eBay ID?

If so, clicking on the numbers in brackets after it will take you to their feedback profile page (you may need to select 'see more feedback' at the bottom and then switch to Classic View), where there's a Contact link top right of the page.
