Complaint about one seller

I oder last month but the seller does not dispatched the product not even replay back and ebay does not help me to take my money back..they said return item and get your refund but how can i return when item is not disatched by seller

You only get 30 days to open a case with ebay for either item not received for a refund, or the option to open a return case if the item arrives, but is not as described.
