How can you effectively raise a complaint about customer services when they don't call you back despite promising to do so and then when you ring them phone isn't answered. So you try to get the chat it's attention but even it isn't interested.
Is the customer support being faded out on eBay purposefully...is this why there are no selling fees now so no money going to support the seller so you are on you own now....seller beware....scams incoming?

If you go to page one of the User Agreement there's a bricks and mortar address you can write to with your complaint.
To be honest, unless it's an issue that requires account access it's not necessary to contact eBay CS.

seller. Despite providing full tracking re delivery of item including GPS
coordinates eBay although first telling me twice on the phone and then
confirming by email that I had done everything right then decided to
overturn that decision and refund the buyer without giving the reason why
or providing any evidence from the buyer. So basically despite following
their procedure eBay are opening the door on buyer non receipt claims,
irrespective of tracking details, and processing them as fait accompli
without any recourse from seller.

I've just had a look at your other thread. I can't see why you lost out here and would say that you shouldn't have done. I'd reach out to eBay via their FaceBook page and see if they can help, some eBayers have reported favourable outcomes after doing so..

has been resolved as I managed to contact customer services and action an
appeal and now eBay have ruled in my favour and they say this is now
final. But it took a long time today to get this actioned

contact customer services and file an appeal and won and eBay have now
just refunded the money to me.
I asked about the evidence provided by the buyer and there was none other
than their statement that Evri admitted liability but no proof of that
statement from Evri provided of course by the buyer.
So it is worrying for a private seller that so little to no evidence is
required by ebay from a buyer before ruling in their favour despite
tracking, gps and photo evidence provided by the seller.
You have no real protection from bogus claims if ebay can be persuaded by
simply stating but I didn't get it.
For that reason I have decided not to sell on eBay any more. Its just not
worth the hassle, worry or concern or going the extra mile to ensure prompt
delivery

As we said, you should have won case to start with.
Ebay only require tracking as proof of delivery, even of buyer says not received.
Glad ebay have seen sense.
