No, you need to win the auction and then go and view the car, taking your payment with you (you don't pay until you view the car, check it over and look at the documents to make sure that the everything matches).

If a seller lists in Auction or Fixed Price Buy It Now listing format they really do need to make sure that their photos are good and their description is accurate, else they stand to lose their £14.99 listing fee if the buyer asks to cancel.
Personally, I'd only ever list a vehicle in eBay Classified Ad format.
