Cannot convert to business account

I can’t switch my personal account to a business account. I’ve followed instructions to go to account settings, then personal information - on that page there is no option to convert my account to a business account as the instructions state.

What else can I do?

Under Personal Info can you see the heading "Account type"?   There it should say "Individual" with an edit link on the far right.

If you don't have the option to change it in your account settings and personal information then you may need to list your first item for sale as mentioned by @fargvs 

The listing flow will help you register for payments as a business and update your account.
