Find the email you got from Ebay when you paid.
What is the latest estimated delivery date on that email?
If you are still within 30 days of that date, you must use the Money Back Guarantee and open a case stating your item has not been received.
Don't bother trying to contact the seller again.
You have up to 30 calendar days after the estimated delivery date has passed to report that an item hasn't arrived.
The seller should respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund. If you're getting a refund, it will go back to your original payment method. Refunds are typically available within 3-5 business days.

What does the email from Ebay say?
Is 12th October the LATEST date SHOWN IN THE EMAIL FROM EBAY?
(Sorry for the capitals but that is the key part of the question. 'They promised to deliver it on 12 Oct.' is a bit vague.)
If 12th October is the latest EDD then you are just too late to open a case through Ebay and you will have to see if your payment provider can help.

How did you pay?
By direct debit from your bank then you contact them.
By credit card payment? Then you contact them they are your ' payment provider' .
Number for their Customer Services is usually on the back of the cards, or Google it.
