The non refundable listing fee charged the second the item goes live, you can compare to listing your car in your local paper. If the car doesn't sell, the paper would not refund you your advertising fee.
One tip, if you relist, and there will be that non refundable listing fee charged again, check your details and photos are 100% correct, once it goes live , you cannot change any detail.
