What was the reason for the cancellation, a buyer does not have to agree, and you could face bad feedback even a damaging defect on your account, if cases are filed and escalated, especially as you are a new seller.

I cancelled my order because he wasn’t replying and didn’t even send out my package I bought off of him so I cancelled to buy the same product off of another but the seller I have bought off of hasn’t replied in days and isn’t approving my request to cancel the order so is there a way I can get my money back from talking to someone from eBay ?

My apologies I mis read your first post as I saw buyer when you meant seller, then thought You were the seller! Sorry.
A seller does not have to agree to a cancellation, but if they do not send your item, then one day after the item's last estimated date for delivery proceed this way for a refund:
Go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.
If they ignore your cancellation request, they are entitled to, and you do receive your item, if they have a Returns Accepted on their listing, you can return the item for a full refund, but you'll have to pay for the tracked return postage.

Do you mean 'seller"?
If you've asked to cancel then the seller may accept or decline your cancellation request, it would be up to them.

I have tried saying my item has not arrived it says I can’t do this at this time because I still have a cancellation request at this time

As you have found out, sellers do not have to accept cancellations. Some sellers are not very good at answering messages.
Some further information would help.
When did you order the item?
Find the email you got when you paid.
What is the latest estimated delivery date on that email?

I was supposed to have the item on the 11th September which is why I cancelled and the seller hasn’t got back in contact with me about anything I’ve sent many messages asking him to confirm but got nothing from him and I need the money back

You may be trying to open a case for item not arrived, too soon.
You can only start that case, one day after the item's last estimated date for delivery.
