My order hasn’t been shipped, there’s no tracking available, I no longer require the item, but it won’t let me cancel says it’s too late? And the seller has put the item for non returnable.

We are ordinary members like you and ebay won't cancel either. You need to contact the seller and ask them. Use the contact link on the listing or on your purchase history page.
If they don't cancel you will have to wait until the estimated delivery date on the listing has passed and then select "Report an item you didn't receive" on here:

Escalate it 3 complete working days later to get a full refund.

Aas soon as the estimated delivery date has passed you can open a claim for item not received to get a refund
Do this from the More Actions menu in your purchases

When did you actually buy the item?
If it was this weekend, Saturday to Monday, it was a Bank Holiday in the UK so it is likely that your item will be sent today.

Seller may post relying on the NO RETURNS, but if item arrives AFTER the expected delivery date, you can then return at sellers expense by opening a NOT AS DESCRIBED CASE, and seller has to provide a return label and on return refund in full.
This is perfectly within ebay rules, which is why it is foolish of a seller to cancel
