Can't sell an e-bike

I have been a member of ebay for 23 years but I'm appalled at the response when I just tried to sell an electric bike. It gives an automatic response saying:

Unfortunately, you aren't yet eligible to list e-bikes, new e-bike batteries, or e-bike chargers. Please see our Products with eligibility requirements policy for more information about how you can become eligible. Used e-bike batteries are not allowed to be sold by any seller in the UK marketplace.{e270718-1270215x}.

Their Products with eligibility requirements policy says:
Some products may be sold only by sellers who meet the following requirements:

• Seller has an established history of active selling for at least 90 days, with 100 or more transactions and £1,000 or more in sales in the last 12 months
• Seller maintains a track record of delivering positive buying experiences, including an account that is Above Standard or Top Rated
• Seller complies with all applicable laws, regulations, and eBay policies
  Seller has registered for eBay managed payments and verified their identity

There are currently over 1700 used ebikes advertised, all from private sellers. I checked the first one on the list and he only joined ebay two months ago and this is the only item he has advertised.

I rang to complain and all the call handler could do was read the information from their website

Although you have not copied the relevant part of the policy, since October 2024 Ebay has only allowed registered business sellers to list e-bikes on the site.

eBay has updated its e-bike and e-bike battery sales policy in the UK, restricting sales to "eligible business sellers" from October 31, 2024. This change aims to improve safety by ensuring that e-bikes and batteries listed on the platform meet safety standards. Private individuals will no longer be able to sell e-bikes or e-bike batteries on eBay in the UK

The seller is private and only joined in April.  This is the only item he has sold.  Why can he do it and I can't?

because they listed it in the wrong category.

They are in the category Sporting Goods>>Cycling>>Bikes.  Why is that the wrong category?

That's for push bikes, not electric bikes.
