Can a seller put the item price up on the item after you have made an offer

A seller advertised an Item for £59.99, I made an offer which he refused. He came back with an offer he would except, but he had put the item up by £10 to £ 69.99. Does ebay except that, or is it against their rules.

Sellers can put prices up, until the item has been sold it's totally their call.
