You'll be charged Customs Duty if the item is over £135, and an admin fee for the carrier which may be high if via a company such as FedEx or DHL.
Check HMRCs website for how much duty you'll need to pay to receive your bike.

You will pay 20%VAT and if over £135 import fees as well,
Also maybe courier fee.
Any issues will be difficult to sort as non UK.

It is hardly correct to say there will be no additional charges as VAT at 20% is charged on any item coming into the UK up to £135 when customs duty would be payable.
You are completely relying on promises, which are not enforceable. Money back guarantee is difficult to apply just as getting seller to pay for return costs, when seller is outside the UK.

I looked at sellers feedback page, they are registered in China.
TBH. I still say buy from UK based seller.

When you receive the bike, if you find that it's not UK legal, what are you going to do?
