Buyer wants it delivered to a different address

I’m in the UK. I want to buy a gift for my friend in the USA. The seller of the item I want to send is in Canada. Makes sense as postage shouldn’t be as expensive. But the seller says he can’t because eBay’s policy won’t allow it. Can anyone tell me if this is correct?

Sellers have to send to the buyer's address that they have on ebay.

I have stuff shipped to the US from various countries. You can change a delivery address at checkout.

 

However, there are currently large tariffs on goods being sent into the US - your Canadian seller would have to add up to 35% to his price in order for you to be able to fund that cost, not him, so may not offer shipping to the US.
