My buyer says that they don't have an option to pay (Global Shipping) presented to them after me accepting an offer. Ebay support told me to use Global Shipping to send to Germany, checked that it is supported. I am assuming the buyer is genuine, for now ...
I told him that he must resolve this with eBay as there is nothing i can do my end. I sold an item last week where the buyer was in the US, no problems at all.
Any insights welcome!

If you are using Global, they invoice the buyer, so nothing really to do with you once sold.
Problem with Germany could be this, but as said if sold through Global that is for them to deal with.
I can see nothing in the last three of your sales anything to do with Global, so reason buyer cannot pay is because you need to invoice including postage. Without knowing postage buyer cannot pay.

Ebay are telling him it's my problem to solve, and telling me it's his problem. Seems like some software glitch, and this WEEE regulation in Germany. Global Shipping listed Germany as a destination I can sell to. It's a mess!
"... is because you need to invoice including postage" ? I probably need to fill in a ton of forms to send to Germany. We were so used to everything being simple before Brexit.
