Buyer says not received, but tracking says delivered…. help please

what do I do, as they have disputed it? I read the help, but it is not clear.

The tracking says no answer, then shows as delivered with a photo of the parcel next to their car!

Do I have to refund then argue with royal mail that not left in safe place and looks like stolen? 

Will I get a black mark from ebay or is it that as shows as delivered with 48 hour tracked photo, that ebay will side with me if they get involved?

eBay will normally by the tracking because it's an automatic system unless the buyer takes it further than just opening a "not received" case.    Ask them to ask their neighbours in case someone took it in.

So, if they get ebay to take it further, will they force a refund from me, eventhough says delivered and photo proof? The post person did leave it outside, so what I am asking is do I have to refund and chase through royal mail myself? It just isn’t clear from the ebay instructions. ty

You can never be 100% sure with ebay but I'd say they will stick with the tracking and you won't have to refund.    But if you'd rather bite the bullet and refund you can.   You're very unlikely to get  any compensation from RM though.
