Buyer's delivery address rejected by eBay but not excluded by Seller

As a seller I have no exclusions as far as delivery addresses go, in the UK or abroad and I have made several successful sales from 2 recent listings [eBay item numbers 27748401047 and 277484707568]. However, between 5 and 8 Nov 25 one potential buyer based in Warwickshire has been repeatedly told by eBay when using both his and his wife's eBay accounts to place an order from the same listings that I do not deliver to Warwickshire. As an alternative his brother based in Kent also tried to do the same from Kent today (9 Nov 25) and was told by eBay that I do not deliver to Kent either. The Buyer has tried using different devices and browsers  but the problem persists. I have spoken to eBay agents over the phone twice about this and they have confirmed that my listings are set up correctly. The Buyer has also spoken to an eBay agent on the phone who suggested that the problem might be to do with my listing and that I should check my Buyers Requirements and Exemptions, which I did and confirmed that there are no exclusions and I also entered my Buyer's UserId into Exemptions as a back-up. However, the problem still persists. Has anyone else had this issue and, if so, what was the root cause and how was it resolved?
